What Is the Lifeline Program?
Lifeline is a federal benefit program managed by the Federal Communications Commission (FCC) and administered by the Universal Service Administrative Company (USAC). Established in 1985, Lifeline helps low-income households afford phone and internet service by providing a monthly discount on their bill.
As of 2026, Lifeline is the only active federal program offering device and service support for low-income households after the Affordable Connectivity Program (ACP) ended in June 2024.

How Lifeline Works
Lifeline is a service discount program â the federal government does not mail tablets or phones directly to applicants. Instead, it provides a monthly subsidy to FCC-approved telecommunications providers, who then offer discounted (or free) service plans and may include devices as promotional incentives.
USAC Verifies Eligibility
The Universal Service Administrative Company (USAC), a nonprofit created by the federal government, verifies eligibility for participating households through the National Verifier.
You Choose a Provider
After approval, you select an FCC-certified carrier that participates in Lifeline. Only approved providers can apply the benefit to your account.
Subsidy Applied to Your Bill
The provider applies the $9.25 monthly discount (or $34.25 for Tribal residents) to your service plan. Many plans become completely free for qualifying households.
Device Offered as Incentive
Many providers offer a free or heavily discounted tablet or smartphone as a sign-up incentive when you enroll in a Lifeline plan. This is a provider promotion, not a direct government benefit.
Lifeline Program Rules
- One benefit per household: Only one Lifeline discount is allowed per household, regardless of how many eligible people live there.
- Enrolled service must be used: You must use your Lifeline service (call, text, or data) at least once every 30 days.
- Annual recertification required: You must confirm your continued eligibility every 12 months.
- Only approved providers: The discount only applies when using an FCC-certified Lifeline provider.
- No stacking with same provider: You cannot receive Lifeline and another federal subsidy from the same provider for the same service.

How Lifeline Relates to Free Tablets
Lifeline itself doesn't guarantee a free tablet â that depends on which provider you choose and their current promotional offers. Here's how tablets become available:
- Some providers bundle a free or low-cost tablet with their Lifeline service plans as an enrollment incentive
- Federal rules require a minimum device co-pay of ~$10.01 (a $0 co-pay is a scam red flag)
- Android tablets are most common; Apple iPads are offered rarely and only during limited promotions
- Tablet availability varies by ZIP code, state, and provider inventory
